Heat illness prevention training is no longer a nice-to-have safety talk; it sits inside an enforcement landscape that is tightening at both the federal and state level. There is no single federal rule that says "run this exact heat course," and pretending otherwise would mislead you. The reality is a layered picture, and you need to know which layer applies to each of your sites.
At the federal level, OSHA has made heat a clear enforcement priority. It runs a National Emphasis Program focused on heat-related hazards, which directs inspectors to look for heat exposure and the controls around it. Where no specific heat standard applies, OSHA cites employers under the General Duty Clause, which requires a workplace free of recognized hazards likely to cause serious harm. A dedicated federal heat standard has been formally proposed, but as of 2026 it is not final — treat it as a strong signal of where enforcement is heading, and confirm its current status before relying on any specific provision.
At the state level, the requirements are often more concrete. Several states already have enforceable heat standards on the books, including California, Oregon, and Washington, and others have moved the same way. Where a state standard applies, it — not the federal proposal — is usually the operative legal requirement, and state rules can be specific about training content, water and shade, rest breaks, and written plans.
The practical takeaway for a multi-state employer: your obligations may differ from one site to the next, and you cannot assume one policy covers all of them. That variation is why tracking gets complicated.
Whatever the governing rule, effective heat training covers a consistent core. At minimum, workers and supervisors should understand:
Supervisors usually need an additional layer: how to monitor conditions, enforce acclimatization schedules, and initiate the emergency plan. Building this as a short interactive module — a scenario that asks a supervisor what to do when a new hire on day two looks unwell — tends to stick better than a slideshow.
Training does not stand alone. Employers in scope typically need a written, site-specific heat illness prevention plan — one that reflects the actual conditions, work, and layout of that location, not a generic template. A plan for a shaded loading dock in a mild climate is not the plan for an uncovered roof crew in the desert.
Many programs also designate a Heat Safety Coordinator: a named person responsible for implementing the plan at the site, watching conditions, and making the call on adjusting work. Where a plan and a coordinator are expected, your training should tie to them — workers should know the plan exists, where to find it, and who the coordinator is.
For your records, this means each site's training links to that site's specific plan version. That is a tracking requirement as much as a safety one, and it is where multi-site operations tend to struggle.
Put the pieces together and the difficulty is obvious. A company with sites in three states may face three governing standards, each requiring a plan tuned to local conditions and potentially different training content. The audience is not static either: heat work is seasonal, hiring surges in spring and summer, and acclimatization rules mean new and returning workers need training on a specific cadence, not once at hire.

A checkbox that says "heat training: complete" will not survive scrutiny, because it cannot show which version or which standard it satisfied.
